Session Details The Expedited Policy Development Process (EPDP) Phase 2 Small Team was formed by the Generic Names Supporting Organization (GNSO) Council to consider the concerns outlined in the ICANN Board letter (see https://gnso.icann.org/sites/default/files/policy/2022/correspondence/botterman-to-fouquart-24jan22-en.pdf) and with these concerns in mind analyze the System for Standardized Access/Disclosure to non-public registration data (SSAD) Operational Design Assessment (see https://www.icann.org/en/system/files/files/ssad-oda-25jan22-en.pdf) and provide the Council with its feedback. The Small Team delivered its Preliminary Report to the GNSO Council on 4 April (see https://gnso.icann.org/sites/default/files/policy/2022/correspondence/ducos-to-gnso-council-et-al-04apr22-en.pdf) following which the GNSO Council requested the ICANN Board to direct ICANN org to develop a "proof of concept" which is intended to help inform possible next steps on the SSAD recommendations (see https://gnso.icann.org/sites/default/files/policy/2022/correspondence/fouquart-to-botterman-27apr22-en.pdf). Following the publication of the small team’s preliminary report and the GNSO Council’s request to implement a “proof of concept” approach, ICANN org published the Whois Disclosure System design paper in September 2022. The small team reviewed the design paper and continued its consultations with ICANN org, resulting in the addendum to its preliminary report (see https://gnso.icann.org/sites/default/files/policy/2022/correspondence/ducos-to-gnso-council-07nov22-en.pdf). The GNSO Council accepted the addendum and subsequently communicated to the ICANN Board (see https://gnso.icann.org/sites/default/files/policy/2022/correspondence/ducos-to-sinha-17nov22-en.pdf) its support for the request that the ICANN Board proceed with the implementation of the Whois Disclosure System, provided that the updates identified by the small team in the addendum were made. Furthermore, the GNSO Council confirmed to the ICANN Board that, pending the implementation of the Whois Disclosure System for a period of up to two years, the System for Standardized Access and Disclosure recommendations from Phase 2 of the Expedited Policy Development Process (EPDP) on the Temporary Specification (TempSpec) for gTLD Registration Data should remain paused for consideration by the ICANN Board unless the data resulting from the implementation of the Whois Disclosure System would allow and warrant a decision at an earlier stage. During this session, the small team will receive an update on the status of implementation of the Whois Disclosure System and continue its consideration of some of the aspects identified as requiring further discussion in the addendum. Session Details During its meeting on 25 August 2022, the Generic Names Supporting Organization (GNSO) Council approved the GNSO Guidance Process (GGP) Initiation Request to perform work on Applicant Support. The GNSO Guidance Process (GGP) Working Group has subsequently been formed and began its work in November 2022. The Working Group has developed a work plan and timeline, which has been confirmed by the GNSO Council. Background: The New gTLD Subsequent Procedures (SubPro) Final Report envisioned some levels of substantive work taking place during the Implementation Review Team (IRT) phase of the work, after ICANN Board adoption of the recommendations. For instance, in Topic 17: Applicant Support, Implementation Guidance 17.5, the report suggests the creation of a dedicated IRT and it be charged “with developing implementation elements of the Applicant Support Program. This dedicated IRT was to be charged with making substantive decisions on outreach activities and allocation of scarce resources (e.g., when there are more qualified applicants than available funds), among other activities. The Council has determined that the provision of this IRT guidance is best accomplished via the GGP. The goal of this exercise is to gather ideas and suggestions from community members to be used in the review process of the LAC Strategic Plan 2021 2025. We will facilitate a brainstorming session where participants will discuss and share their thoughts and ideas on the following question: Which engagement and outreach activities do you think we should continue or start doing in order to enhance the participation of the LAC region in ICANN? Session Details This is now a regular session at ICANN meetings organized by ICANN’s Government Engagement team to update the community on geopolitical developments. With these sessions, we aim to continue to improve the flow of information to the ICANN community about Internet-related public policy issues, including legislative and regulatory proposals that may impact ICANN’s technical mission, policies and processes. We have seen that governmental, regulatory and other initiatives have the potential to impact all parts of the ICANN community, and ICANN org will support the community in bringing more awareness to these issues. At ICANN76 in Cancún, this session will include an overview of trends in the Latin American and Caribbean region as well as updates on geopolitical and regulatory developments and IGO processes globally.
ICANN actively monitors the government and intergovernmental organization (IGO) activities and processes to identify those with the potential to impact ICANN’s mission. Our goal for these sessions is to provide an opportunity for regular interaction with the community during ICANN meetings about these activities.
